
If you own a home or condo in Naples, Florida, there are important new HOA and condo laws that went into effect in 2025 that could directly impact your property, your board, and your budget.
These changes were introduced to increase safety, transparency, and accountability for homeowners’ associations (HOAs) and condominium boards throughout the state, but many Florida homeowners are still unaware of them.
Here’s a clear breakdown of what changed in 2025 and what you should be doing about it.
1. HOA Website Requirements for Florida Communities
Florida Statutes now require HOAs with 100 or more homes to maintain a dedicated website or mobile app. The website must include:

Governing documents

Meeting agendas and minutes

Budgets and financial reports

Association insurance policies
If you live in an HOA community in Naples or greater Collier County, now’s a good time to check if your board is in compliance. These updates aim to make it easier for homeowners to stay informed and involved.
2. Mandatory Board Member Education
As of 2025, any new board member for a Florida HOA or condominium association must complete at least 4 hours of state-approved education within 90 days of being elected or appointed.

Structural inspection responsibilities
This law is meant to help protect Florida homeowners from mismanagement and applies statewide, including Naples-area communities.
3. Condo Safety and Structural Inspection Laws
If you live in a condominium building that’s 3 stories or taller, several major safety-related laws are now active:

Milestone Inspections are required every 10 years

Balcony inspections must be completed every 6 years (starting Jan 1, 2025)

Reserve Funding must be fully maintained for major structural repairs (e.g., roofing, electrical, and plumbing). HOA boards can no longer vote to waive or underfund these reserves
If your building is 30 years or older, your condo association must have these inspections and budgets in place by December 31, 2024.
These laws were passed following the Surfside condo tragedy and are now being enforced across Florida, including here in Naples.
4. Florida Insurance Transparency Law (SB 888 – Effective July 2025)
Homeowners’ insurance in Florida remains a hot-button issue. Starting July 1, 2025, the new Insurance Transparency Law (SB 888) will:

Provide policyholders with clearer breakdowns of premium calculations

Create an online consumer-facing resource center with public access to rate and risk information
